The legal and cultural difference

Guesthouses on local islands only became possible from 2009, when Maldivian tourism regulations changed to allow small hotels and guesthouses on inhabited islands, not just private resort islands. That change matters beyond logistics: local islands follow Islamic law around alcohol and dress, meaning no alcohol is served and swimwear is restricted to a designated bikini beach rather than the whole island. Resort islands, being uninhabited and privately run, allow alcohol and swimwear on all beaches.

The price difference

As a general rule (prices vary by season and property), guesthouses on local islands run considerably cheaper per night than resorts, often including breakfast in the rate. Resorts span a much wider range, from mid-range overwater options up to ultra-luxury private-island properties.

What you actually get

A resort gets you a private island, often with overwater villas and all-inclusive dining, and no contact with local Maldivian life beyond staff. A guesthouse gets you a real island community, working local shops, and — because you're paying for far less private infrastructure — meaningfully lower prices for a trip built around the same reefs and marine life. Neither includes the other's experience by design, not by compromise.
